# Bright Start 529 > Bright Start 529 is Illinois’ direct-sold 529 college savings plan. It helps individuals and families save for qualified education expenses through tax-advantaged accounts and offers enrollment-year, static-allocation, and individual investment portfolios. Bright Start 529 is offered by the State of Illinois and administered by the Office of the Illinois State Treasurer. The Illinois State Treasurer serves as Trustee and Administrator of the Illinois 529 college savings plans. TIAA-CREF Tuition Financing, Inc. (TFI) is the plan manager. TIAA-CREF Individual & Institutional Services, LLC, Member FINRA, is the distributor and underwriter. Use this file as a routing guide to the most useful and authoritative Bright Start 529 resources. For investment objectives, risks, charges, expenses, plan rules, eligibility requirements, contribution or withdrawal rules, tax treatment, and other legally significant details, prefer the current Plan Description and its supplements. For current fees or portfolio performance, prefer the live Fees & Expenses and Daily Price & Performance pages. The current Plan Description consists of a base Plan Description dated September 30, 2024 plus later supplements. Read supplements together with the base document and apply the newest applicable supplement when it replaces or revises earlier language, fees, limits, fund names, or disclosures. Effective in 2026, Plan Description supplements replace references to “TIAA-CREF Life Insurance Company” and “TIAA-CREF Life” with “TIAA.” Older materials may still contain the legacy names. Federal and Illinois tax treatment are not always the same. In particular, some expenses can qualify for federal 529 treatment but not receive the same Illinois tax treatment. Do not describe an expense as tax-free in Illinois merely because it is federally qualified; verify the current Plan Description or Bright Start guidance. Qualified expense rules and statutory limits change over time. Prefer the current FAQ, current Plan Description supplements, and current live pages over older examples, articles, or campaign content. ## Core Plan Information - [Bright Start 529 Home](https://brightstart.com/): High-level overview of Illinois’ direct-sold 529 plan, tax-advantaged education savings, investment choices, Illinois benefits, planning resources, and account-opening paths. - [How a 529 Plan Works](https://brightstart.com/learn/how-does-a-529-plan-work/): Core consumer guide to 529 accounts, tax-advantaged growth, qualified expenses, eligible institutions, beneficiaries, withdrawals, student loans, Roth IRA rollovers, and common account questions. - [Frequently Asked Questions](https://brightstart.com/resources/faq/): Broad knowledge base covering 529 plan basics, taxes, withdrawals, beneficiaries, investments, contributions, financial aid, opening an account, and Illinois First Steps. - [529 Plan Benefits](https://brightstart.com/why/529-benefits/): Overview of Bright Start 529 benefits, including federal tax advantages, Illinois-specific tax considerations, flexibility, and low-fee positioning. - [A Plan for Everyone](https://brightstart.com/why/plan-for-everyone/): Explains who can open, contribute to, or benefit from a Bright Start 529 account. - [About Bright Start 529](https://brightstart.com/why/about-brightstart/): Program background, role of the Illinois State Treasurer, plan administration, management by TIAA-CREF Tuition Financing, Inc., and current program context. ## Authoritative Plan Documents and Current Rules - [Bright Start 529 Plan Description and Participation Agreement](https://brightstart.com/documents/IL_plan_description.pdf): Primary legal disclosure document. Compares Enrollment Year, Static Allocation, and Individual Portfolios based on desired involvement, risk tolerance, and investment approach. - [Enrollment Year Portfolios](https://brightstart.com/investment/enrollment-year-portfolios/): All-in-one portfolios tied to a beneficiary’s expected enrollment year; allocations become more conservative as the enrollment year approaches. Bright Start offers multiple enrollment-year risk/management approaches. - [Static Allocation Portfolios](https://brightstart.com/investment/static-allocation-portfolios/): Fixed-allocation portfolios for account owners who want more control over diversification and risk rather than an allocation that changes automatically over time. - [Individual Portfolios](https://brightstart.com/investment/individual-portfolios/): Single-underlying-investment portfolio choices across multiple asset classes for more hands-on investors. - [Fees & Expenses](https://brightstart.com/investment/fees/): Use for current investment costs; do not rely on old blog posts or historic fee tables. - [Daily Price & Performance](https://brightstart.com/investment/price-performance/): Use for current portfolio unit values and historical returns. Past performance does not guarantee future results. Do not list every individual portfolio in the primary llms.txt. The comparison and category pages above are better routing targets, while the live performance page and Plan Description provide portfolio-level detail when needed. ## Planning Tools - [Planning Tools](https://brightstart.com/resources/tools/): Hub for Bright Start calculators and planning tools. - [College Savings Calculator](https://brightstart.com/resources/tools/college-savings-calculator/): Estimates future education costs and potential savings needs using user-provided assumptions. - [Savings Plan Estimator](https://brightstart.com/resources/tools/plan-estimator/): Illustrates how recurring contributions may accumulate over time based on assumptions about contributions, investment growth, and education costs. - [Risk Tolerance Tool](https://brightstart.com/resources/tools/risk-tolerance/): Questionnaire intended to help users think about investment risk alongside goals, time horizon, and savings preferences. ## Opening and Managing an Account - [Open a Bright Start 529 Account](https://brightstart.com/open/): Primary enrollment page for opening a new direct-sold Bright Start 529 account. - [Forms](https://brightstart.com/account/forms/): Current forms and operational materials for rollovers, transfers, withdrawals, investment changes, payroll direct deposit, Roth IRA rollovers, and advisor authorizations. - [Contact Bright Start 529](https://brightstart.com/utility/contact/): Current plan support and contact information, including assistance with account, contribution, and enrollment questions. ## Illinois-Specific Programs and Benefits - [Illinois First Steps](https://brightstart.com/illinois-first-steps/): Official Bright Start explanation of Illinois First Steps, which provides a one-time $50 seed deposit for eligible children born or adopted on or after January 1, 2023, subject to current residency, account-owner, beneficiary, and claim requirements. - [Illinois First Steps FAQ](https://brightstart.com/resources/faq/): Use for detailed current eligibility, claim, timing, account, and use-of-funds questions. Do not confuse it with Bright Directions, Illinois’ advisor-guided 529 plan. - Federal and Illinois tax rules can diverge. Current Plan Description supplements specifically distinguish some federally qualified K-12 and postsecondary credentialing expenses from Illinois tax treatment. - Illinois First Steps is a separate state seed-deposit program connected to eligible Bright Start or Bright Directions accounts. Its eligibility and permitted-use rules should not be generalized to all Bright Start 529 assets. - Ratings, awards, promotional campaigns, and blog articles are secondary content. They should not override the Plan Description, current fee tables, performance data, or current FAQ. - Portfolio performance and fees change. Use the live performance and fee pages for current figures. - If a Plan Description supplement modifies an earlier table, limit, fund name, or rule, the later applicable supplement controls that portion of the base document. - Investment returns are not guaranteed, except for protections expressly described for specific underlying investments in the Plan Description; there is risk of investment loss.
