Relocating comes with its fair share of new adventures and plenty of paperwork, but not everything needs to change. Your child's college savings can move with you. If you opened a Bright Start 529 College Savings Plan account while living in Illinois, your account remains active regardless of where life takes you next.
Bright Start 529 accounts are designed with flexibility in mind. You can continue to contribute, track your account balance, and use the funds you've saved for eligible educational expenses at schools nationwide. In this guide, we'll cover what you need to know about managing your Bright Start 529 after moving, whether you're leaving Illinois or relocating here.
Understanding 529 plan portability
One of the strengths of 529 plans is their portability. Your account isn't tied to your address or even the school your child decides to attend. It's tied to you, the account owner.
This means relocating out of state doesn't affect your ability to use Illinois' Bright Start 529 plan. Your account remains manageable from anywhere.
You can continue contributing as usual and use your funds for qualified education expenses, including tuition, fees, room and board, books, and supplies.1 Bright Start 529 funds can be used at virtually any accredited college, university, or vocational school in the U.S., plus many international institutions.
Moving away from Illinois
If you've been living in Illinois and contributing to a Bright Start 529 account, you've likely benefited from state income tax deductions on your contributions.2 Those deductions are yours to keep. Moving away from Illinois won't trigger any recapture or require you to repay prior deductions.
However, there are some important considerations:
Future contributions: While you can still contribute to your Bright Start 529 after moving, new contributions may not qualify for Illinois state tax deductions if you are no longer an Illinois taxpayer.
Withdrawals and state taxes: Qualified withdrawals used for education expenses are always federal tax-free. However, state tax treatment of withdrawals is determined by the state where you file state income tax. If you are not an Illinois taxpayer, withdrawals may be subject to state income tax depending on your new state's rules. Consult a tax professional for guidance specific to your situation.1
Your new state's plan: Before making any changes, check with your new home state to see if it offers tax benefits, financial aid advantages, scholarship funds, or creditor protection for residents who invest in its own 529 plan. Some states only offer these benefits for contributions to their own plan.
You can continue using your Bright Start 529 from anywhere, but it's worth comparing your options to determine what works best for your family's situation.
Moving to Illinois
If you're relocating to Illinois, you can take advantage of the benefits Bright Start 529 offers Illinois taxpayers. You're also welcome to open an account at any time, even if you started saving elsewhere.
Already have another state's 529 plan? You may be able to roll those funds into a Bright Start 529 account.2 The process is straightforward: indicate during enrollment that you want to complete a rollover, then mail the form to your current plan administrator, and they will initiate a transfer to Bright Start 529.
Rolling over to Bright Start 529 can be an option if you'd like to consolidate accounts. For Illinois taxpayers, it also provides access to Illinois' state tax deductions of up to $10,000 annually for individuals and $20,000 for married couples filing jointly.3
Before rolling over, check with your current state to understand any tax implications. Some states may recapture previously claimed deductions if you transfer funds to an out-of-state plan. IRS regulations permit only one rollover for the same beneficiary in a 12-month period for 529 Plan accounts.
